Auditor - Military and Overseas Voting
Armed Forces and Overseas Voters Include:
-
People who are in the Army, Navy, Marine Corps, Coast
Guard, and Air Force of the United States. [53.37]

Spouses and dependents of members of the armed forces
while in active service. [53.37(1)]
-
Members of the merchant marine and their spouses and
dependents. [53.37(2)]
-
Civilian employees of the United States service outside
the territorial limits of the United States and their
spouses and dependents who live with them. [53.37(3)]

Members of religious or welfare agencies assisting
members of the armed forces, who are officially attached
to and serving with the armed forces and their spouses
and dependents. [53.37(4)]

Citizens of the United States who live outside the
United States may register and vote in Iowa if they
were eligible electors of Iowa just before leaving the
United States. This includes citizens who were not old
enough to register at the time they left the country,
but who live in Iowa just before leaving. [48A.5(4)]

Citizens whose parents qualify to vote in Iowa, but
who have never lived in the United States. [48A.5(5)]

A person who was discharged from miliary service within
thirty days before an election may vote at the polls
by presenting discharge papers to the precinct election
officials. The person must also submit a voter registration
application to the officals. [48A.5(6)]
Federal Postcard Application (FPCA).
This form serves as a voter registration application and
absentee ballot application.
Application for Registration and Ballot by Proxy. Certain family members may request ballots for relatives who qualify for
armed forces and overseas ballots. This can be used in the general election
only.
Submarine Ballots are allowed
for the voter who is unable to vote and return a regular
absentee ballot by normal mail delivery within the period
provided for regular absentee ballots. The Secretary of
State provides the form for submarine ballots.
Special Write-In Absentee Ballot.
A request for a state special write-in absentee ballot may
be made for the general election if you are overseas and
unable to vote and return a regular absentee ballot by normal
mail delivery within the period provided for regular absentee
ballots. The state special write-in ballot must be requested.

Federal Write-In Absentee Ballot.
Iowa law allows a voter to use the Federal
Write-In Absentee Ballot (FWAB) to vote in state and
federal primaries and in general and special elections to
fill vacancies in the U.S. House of Representatives and
Iowa Legislature.
Iowa law also allows the FWAB return envelope to be used
as an application for registration if the person is otherwise
eligible to vote in Iowa.
