Submarine Ballots are allowed for the voter who is unable to vote and return a regular absentee ballot by normal mail delivery within the period provided for regular absentee ballots. The Secretary of State provides the form for submarine ballots.

Special Write-In Absentee Ballot. A request for a state special write-in absentee ballot may be made for the general election if you are overseas and unable to vote and return a regular absentee ballot by normal mail delivery within the period provided for regular absentee ballots. The state special write-in ballot must be requested.

For more information on Special Write-In Absentee Ballots, see the 2006-07 Voting Assistance Guide.

Federal Write-In Absentee Ballot. Iowa law allows a voter to use the Federal Write-In Absentee Ballot (FWAB) to vote in state and federal primaries and in general and special elections to fill vacancies in the U.S. House of Representatives and Iowa Legislature.

Iowa law also allows the FWAB return envelope to be used as an application for registration if the person is otherwise eligible to vote in Iowa.
